The rules were set by the Convention of Montevideo on the rights and duties of the States, which is a treaty signed at Montevideo (Uruguay) on December 26, 1933, for the occasion of the VII International Conference of the American States. Obviously, many unrecognized nations didn’t ratify it, a phenomenon which occurs frequently because of the desire and interests of the large powers. At this conference, Franklin D. Roosevelt, President of the United States, and the Secretary of State, Cordell Hull, signed what is commonly known as the “Good neighbor Policy”, which blocked the States’ armed forces from intervening in the internal affairs of the other American States. This was the first diplomatic attempt intended to invert the route of the “Imperialistic United States” expansion, determined by the policies carried out by his predecessor Theodore Roosevelt. The convention was signed by 19 states (three with some reserve). ![]() |
